Raja Arab Membenarkan Wanita Untuk Mengundi dalam Pilihan Raya Tempatan

September 25, 2011 - RIYADH, Saudi Arabia (AP) - Saudi King Abdullah mengumumkan Ahad bahawa wanita negara akan mendapat hak untuk mengundi dan menjalankan sebagai calon dalam pilihan raya kerajaan tempatan diadakan pada tahun 2015 dalam kemajuan satu utama bagi hak-hak wanita dalam kerajaan Islam yang amat konservatif itu.

Dalam ucapan tahunan sebelum perhimpunan nasihat, atau Majlis Shura, raja Saudi berkata, beliau mengarahkan langkah selepas berunding dengan ulama tertinggi negara agama, yang nasihat membawa berat badan yang besar di dalam kerajaan.

"Kita tidak mahu meminggirkan peranan wanita dalam masyarakat Saudi dan di dalam setiap aspek, dalam kaedah-kaedah Syariah," Abdullah berkata, merujuk kepada undang-undang Islam yang mengawal banyak aspek kehidupan di dalam kerajaan.

Hak untuk mengundi setakat perubahan terbesar yang diperkenalkan oleh Abdullah, yang dianggap seorang pembaharu, sejak beliau menjadi pemerintah negara de facto pada tahun 1995 semasa penyakit King Fahd. Abdullah secara rasmi naik ke takhta apabila kematian Fahd pada bulan Ogos 2005.

Kekayaan minyak yang besar kerajaan dan pemberian murah hati kepada rakyat sebahagian besarnya terlindung dari kekacauan yang melanda dunia Arab. Tetapi raja telah mengambil langkah-langkah untuk rumblings tenang rasa tidak puas hati yang sebahagian besarnya tertumpu kepada rantau timur pengeluar minyak yang didiami oleh minoriti Syiah Islam di negara ini.

Menyedari kekacauan, yang tiba di depan pintu Arab Saudi dengan demonstrasi jalanan dan tindakan keras maut di Bahrain jiran, Raja Abdullah menjanjikan kira-kira $ 93 bilion dalam bantuan kewangan untuk meningkatkan pekerjaan dan perkhidmatan untuk Saudi pada bulan Mac.

Berpaut pada musim bantahan di dunia Arab, kumpulan Saudi wanita juga telah diadakan mengingkari awam larangan kerajaan pada memandu wanita. Pihak berkuasa Saudi pergi agak mudah pada wanita yang mengambil jalan raya awal tahun ini dan mendapat perhatian seluruh dunia melalui media sosial.

Abdullah berkata perubahan mengumumkan Ahad juga akan membolehkan wanita akan dilantik ke Majlis Shura, badan penasihat yang dipilih oleh raja yang kini semua lelaki. Majlis, yang ditubuhkan pada tahun 1993, menawarkan pendapat mengenai dasar-dasar umum dalam kerajaan dan perbahasan rancangan pembangunan ekonomi dan sosial dan perjanjian yang ditandatangani antara kerajaan dan negara-negara lain.

Arab Saudi, tempat kelahiran Islam, berikut amat konservatif sosial dan tradisi berpegang teguh rapat dengan versi yang ketat Islam. Walaupun percubaan Abdullah untuk menolak melalui beberapa pembaharuan sosial, wanita masih tidak boleh memandu dan jantina diasingkan di khalayak ramai.

Arab Saudi mengadakan pilihan raya perbandaran pertama kali pada tahun 2005. "Wanita Islam dalam sejarah Islam kita telah menunjukkan kedudukan yang menyuarakan pendapat dan nasihat yang betul," katanya, sambil menyebut contoh dari era Islam, Nabi Muhammad pada abad ketujuh. Beliau berkata, ahli-ahli majlis perkeranian Arab Saudi, atau Ulama, memuji dan menyokong keputusannya.

Beliau juga mengakui keinginan untuk kebebasan sosial yang lebih besar di dalam kerajaan. "Pemodenan Seimbang, yang termasuk dalam nilai-nilai Islam kita, adalah permintaan yang penting dalam era di mana tidak ada tempat bagi orang-orang yang mengalah atau teragak-agak," katanya.

Pada bulan Januari, satu kumpulan aktivis wanita melancarkan kempen di laman web rangkaian sosial untuk menolak kerajaan untuk membenarkan wanita untuk mengundi dan bertanding dalam pilihan raya bandaran.

Saudi King Allows Women to Vote In Local Elections

September 25, 2011 - RIYADH, Saudi Arabia (AP) - Saudi King Abdullah announced Sunday that the nation's women will gain the right to vote and run as candidates in local elections to be held in 2015 in a major advancement for the rights of women in the deeply conservative Muslim kingdom.

In an annual speech before his advisory assembly, or Shura Council, the Saudi monarch said he ordered the step after consulting with the nation's top religious clerics, whose advice carries great weight in the kingdom.

"We refuse to marginalize the role of women in Saudi society and in every aspect, within the rules of Sharia," Abdullah said, referring to the Islamic law that governs many aspects of life in the kingdom.

The right to vote is by far the biggest change introduced by Abdullah, considered a reformer, since he became the country's de facto ruler in 1995 during the illness of King Fahd. Abdullah formally ascended to the throne upon Fahd's death in August 2005.

The kingdom's great oil wealth and generous handouts to citizens have largely insulated it from the unrest sweeping the Arab world. But the king has taken steps to quiet rumblings of discontent that largely centered on the eastern oil-producing region populated by the country's Shiite Muslim minority.

Mindful of the unrest, which reached Saudi Arabia's doorstep with street protests and a deadly crackdown in neighboring Bahrain, King Abdullah pledged roughly $93 billion in financial support to boost jobs and services for Saudis in March.

Seizing on the season of protest in the Arab world, Saudi women's groups have also staged public defiance of the kingdom's ban on female driving. Saudi authorities went relatively easy on the women, who took to the roads earlier this year and gained worldwide attention through social media.

Abdullah said the changes announced Sunday would also allow women to be appointed to the Shura Council, the advisory body selected by the king that is currently all-male. The council, established in 1993, offers opinions on general policies in the kingdom and debates economic and social development plans and agreements signed between the kingdom and other nations.

Saudi Arabia, the birthplace of Islam, follows deeply conservative social traditions and adheres closely to a strict version of Islam. Despite Abdullah's attempts to push through some social reforms, women still cannot drive and the sexes are segregated in public.

Saudi Arabia held its first-ever municipal elections in 2005. The kingdom will hold its next municipal elections on Thursday, but women will not be able to vote or run in those contests. In announcing the reforms, Abdullah sought to ground his decision in religion.

"Muslim women in our Islamic history have demonstrated positions that expressed correct opinions and advice," he said, citing examples from the era of Islam's Prophet Muhammad in the seventh century. He said the members of Saudi Arabia's clerical council, or Ulema, praised and supported his decision.

He also acknowledged the yearning for greater social freedoms in the kingdom. "Balanced modernization, which falls within our Islamic values, is an important demand in an era where there is no place for defeatist or hesitant people," he said.

In January, a group of female activists launched a campaign on social networking websites to push the kingdom to allow women to vote and run in the municipal elections.
