Floods Recede Slowly In Storm-battered Philippines

October 03, 2011 - CALUMPIT, Philippines (AP) - air banjir yang perlahan-lahan surut hari ini banyak bahagian utara Filipina selepas 2 taufan yang membunuh hampir 60 orang, di tengah-tengah rayuan untuk bot yang lebih untuk membawa makanan dan air kepada penduduk yang enggan untuk meninggalkan rumah yang dibanjiri.

Datuk Bandar James de Jesus terparah Calumpit bandar utara Manila berkata bahawa sekurang-kurangnya 15 kampung masih tidak boleh diakses dan pusat-pusat pemindahan yang penuh sesak dengan kira-kira 15,000 orang.

Sebagai air reda, ramai penduduk yang tinggal di atas bumbung untuk beberapa hari enggan meninggalkan rumah mereka untuk takut pencuri dan sebaliknya meminta supaya diserahkan makanan dan bekalan. Lain-lain yang mengambil kesempatan daripada bot penyelamat beratur dalam garisan yang panjang dengan bekas untuk mendapatkan air minuman.

"Buat masa ini, kita perlu pasukan penyelamat dengan bot getah. Kita perlu mengedarkan makanan dan air kepada keluarga yang terkandas akibat banjir. Saya tidak boleh mencapai semua," de Jesus berkata dalam temubual radio. Beliau juga merayu polis tambahan untuk menjaga terhadap looters, dengan beberapa orang yang mengadu tentang harta curi.

"Banjir surut, tetapi beberapa daerah masih ditenggelami air," kata Bulacan wilayah bencana rasmi Raul Agustin, sambil menambah bahawa penyelamat menghadapi kesukaran sampai ke kampung-kampung tepi sungai kerana arus deras.

Sekurang-kurangnya 59 orang telah terbunuh oleh kedua-dua taufan yang melanda utara Filipina selain minggu lepas. Taufan Nalgae membunuh sekurang-kurangnya 3 orang Sabtu. Ia diketuai Isnin untuk Pulau China Hainan dan tengah Vietnam, di mana banjir bermusim yang paling teruk dalam lebih daripada satu dekad telah membunuh 11 orang, termasuk 5 kanak-kanak, sejak minggu lalu di selatan Mekong Delta.

Beratus-ratus orang telah meninggal dunia di seluruh Asia Tenggara, China, Jepun dan Asia Selatan dalam tempoh 4 bulan lepas daripada berpanjangan monsun banjir, taufan dan ribut. Di Kemboja, banjir kilat di sepanjang Sungai Mekong telah membunuh sekurang-kurangnya 150 orang sejak Ogos lalu dan rosak 670,000 ekar (271,000 hektar) sawah padi, 904 sekolah dan 361 kuil-kuil Buddha, kata jurucakap agensi kerajaan bencana keo Vy Ahad.

Kerajaan di negara jiran Thailand berkata banjir berat telah membunuh 206 orang sejak Ogos lalu. 4 anak kapal meninggal dunia hari Isnin dan 6 hilang selepas sebuah kapal kargo yang didaftarkan di Panama lari terkandas di laut berat di perairan utara Taiwan, pengawal pantai berkata. Sebanyak 11 kelasi diselamatkan, katanya.

Di China, kata pegawai cuaca hujan lebat dijangka melanda selatan negara ini selama 4 hari yang akan datang, dengan wilayah pantai Hainan, Guangdong dan Fujian paling teruk. Pusat Meteorologi Kebangsaan berkata, angin kencang juga akan menyapu kawasan pantai, dan memberi amaran kepada penduduk untuk tinggal dalam bangunan.

Nalgae, yang diturunkan kepada ribut tropika, diikuti rapat selepas Taufan Nesat minggu lepas, yang menyebabkan malapetaka di bahagian selatan China, banjir sungai-sungai dan mengetuk talian kuasa. Floods recede Slowly In Storm-battered Philippines

October 03, 2011 - CALUMPIT, Philippines (AP) - Floodwaters slowly receded Monday in many parts of the northern Philippines after two typhoons that killed nearly 60 people, amid appeals for more boats to bring food and water to residents refusing to abandon inundated homes.

Mayor James de Jesus of worst-hit Calumpit town north of Manila said that at least 15 villages were still inaccessible and evacuation centers crowded with about 15,000 people. As waters subsided, many residents staying on rooftops for days refused to leave their homes for fear of burglars and instead asked to be delivered food and supplies. Others who took advantage of rescue boats lined up in long lines with containers to get drinking water.

"For now we need rescue teams with rubber boats. We need to distribute food and water to the families stranded by the floods. I cannot reach all of them personally," de Jesus said in a radio interview. He also appealed for additional police to guard against looters, with some people complaining about stolen property.

"Floods are receding, but some areas remain flooded," said Bulacan provincial disaster official Raul Agustin, adding that rescuers had difficulty reaching riverside villages because of strong currents.

At least 59 people were killed by the two typhoons that hit the northern Philippines days apart last week. Typhoon Nalgae killed at least three people Saturday. It was headed Monday for China's Hainan Island and central Vietnam, where the worst seasonal flooding in more than a decade has killed 11 people, including five children, over the past week in the southern Mekong Delta.

Hundreds of people have died across Southeast Asia, China, Japan and South Asia in the last four months from prolonged monsoon flooding, typhoons and storms. In Cambodia, flash floods along the Mekong River have killed at least 150 people since August and damaged 670,000 acres (271,000 hectares) of rice fields, 904 schools and 361 Buddhist temples, government disaster agency spokesman Keo Vy said Sunday.

The government in neighboring Thailand said heavy floods there have killed 206 people since August. Four crew members died Monday and six went missing after a Panama-registered cargo vessel ran aground in heavy seas off the northern Taiwanese coast, the coast guard said. Another 11 sailors were rescued, it said.

In China, weather officials said heavy rain was expected to hit the south of the country over the next four days, with the coastal provinces of Hainan, Guangdong and Fujian the worst hit. The National Meteorological Center said strong winds would also sweep coastal areas, and warned residents to stay indoors.

Nalgae, which was downgraded to a tropical storm, followed closely after Typhoon Nesat last week, which caused havoc in parts of southern China, flooding rivers and knocking out power lines. The strongest typhoon to hit since 2005, the official Xinhua News Agency said it affected more than 500,000 people in Hainan.
